Congratulations Newcastle Area Partnership: YJ SEND Quality Lead Designation with Child First Commendation
Alongside its achievement of Youth Justice SEND Quality Lead status at the first time of asking, the Newcastle Youth Justice Partnership is awarded a Child First Commendation in recognition of its highly developed and deeply embedded commitment to Child First principles across strategic leadership, operational delivery and partnership practice.
The Partnership has demonstrated a clear determination to understand children within the context of their lived experiences, recognising the impact of neurodiversity, trauma, disadvantage, exclusion and unmet need on pathways into the youth justice system. Rather than responding solely to offending behaviour, Newcastle has intentionally developed a preventative and strengths-focused model which seeks to identify vulnerability early, remove barriers to participation and create opportunities for positive life outcomes. Evidence of embedded prevention workers, multi-agency inclusion networks, education-focused interventions and proactive information sharing reflects a system committed to addressing need before difficulties escalate.
Particularly noteworthy is the Partnership’s trauma-informed culture. Workforce development has ensured that practitioners across services are equipped with a strong understanding of neurodevelopmental differences, communication needs, adverse childhood experiences and the wider factors influencing children’s behaviour. This knowledge is translated into everyday practice through responsive assessment pathways, integrated specialist support and collaborative decision-making that places the child, rather than the system, at the centre of intervention planning.
The commendation panel was especially impressed by Newcastle’s strengths-based approach to transition, resettlement and preparation for adulthood. Through close collaboration with post-16 providers, careers services and community partners, children are supported to develop aspirations, access meaningful opportunities and build positive futures beyond youth justice involvement. Career planning, work-related pathways and a clear focus on reducing the risk of young people becoming not in education, employment or training demonstrate a genuine commitment to helping children construct positive pro-social identities and realise their potential.
A further strength lies in the Partnership’s highly effective multi-agency collaboration. Education, health, social care, youth justice and community services work together through established governance structures, shared intelligence and coordinated planning arrangements. This integrated approach ensures continuity of support, timely identification of unmet needs and a coherent response around the child and family. The result is a system in which professional expertise is connected, barriers are addressed collectively and children experience joined-up support rather than fragmented intervention.
The Child First Commendation recognises Newcastle Youth Justice Partnership’s exemplary commitment to early intervention, prevention, trauma-informed practice and strengths-based development. Its work demonstrates how a partnership can move beyond managing risk to actively promoting children’s rights, capacities, aspirations and opportunities. Through its recognition of structural disadvantage and its unwavering focus on positive futures, Newcastle provides a compelling example of Child First practice in action and a model from which other partnerships can learn.
